Construction started

Removal of bushes and stonework in preparation for construction of a viewing platform and Ishihara's proposed memorial started sometime in the week of JAN 22, 2007.

Below is a before picture, not quite from the same angle as the above, but the street light in both pictures is a good reference point.

Coincidentally, there is an article (republished in pdf with no permission and for no monetary gain) in today's The Japan Times on the fate of another park in Okubo that eerily echoes what has happened -- the voice of taxpayers left unheard while those of associations were heeded -- and what may be in store for the Foreign Section.

Publishing our letter here as promised is moot, but just for the record, here it is in both English and Japanese:

Thank you for meeting with us on January 16th, 2007 to tell us about the plans for renovations in the Aoyama Cemetery Foreign Section. We understand and accept that Tocho has a mandate to create more park space in Aoyama Cemetery and we agree that Tokyo needs more parks.

We also appreciate that the Cemetery and Parks Section takes a great deal of pride in providing the public with parks within the city's budget. We think that our respective positions are not at cross-purposes, but there remains a difference of opinion on how the Foreign Section can better serve the public as a park now and in the future.

The Foreign Section is one of few sites from the Meiji era remaining in Tokyo and deserves a subtle approach because it is a unique historical place. The atmosphere evokes the Meiji era, and the stones represent people who were responsible for guiding Japan to where it is today. This historical value makes development plans worthy of community discussion.

In support of the above and in response to the details provided in the January 16th meeting, the Foreign Section Trust wishes to share additional observations in the form of a concerns and proposals for upgrading the Foreign Section.

1) Schedule
a. Concern: The Foreign Section is scheduled as one of the first places for a facelift in Aoyama Cemetery. Why the rush?
b. Proposal: We ask that you rearrange the construction schedule to allow time for considering other plans that would focus on maintaining the historical atmosphere of the area.

2) Viewing Platform
a. Concern: Creating a platform above the Foreign Section encourages photo opportunities but discourages visitors from exploring the section at ground level.
b. Proposal: Instead of building a platform, consider taking care of the current infrastructure, e.g., remove the unsightly and unnecessary barrier at the entrance.

3) Plants and Environment
a. Concern: Replacing trees with grass may increase Tokyo's "heat island" problem. In addition to providing shade for visitors, the extant trees and shrubs help to preserve the gravestones from environmental damage. Creating a leaf-free cemetery convenient for the maintenance crews may render the space windier and less pleasant for visitors.
b. Proposal: We propose leaving the trees and bushes in place and surveying the health of the plants. Old, deformed, and dying greenery could be replaced with equivalent foliage.

4) Preservation
a. Concern: Modernizing the Foreign Section reduces its charm to people gravitating to places "off the beaten path" and seeking locations away from the modern bustle of city life.
b. Proposal: Leave the Foreign Section in its historical context and it will become an attraction in its own right, affording interesting photo opportunities even without a viewing platform.

5) Historical Information
a. Concern: Japan is sometimes criticized for not paying enough attention to history; e.g., lack of history education . A focus on infrastructural improvement can be perceived as another instance of that habit.
b. Proposal: The Foreign Section Trust has researched many of the people buried in the section. We will share our information and assist with further research to help create bronze or stone plaques for each important grave in the Foreign Section that lists the name, nationality, dates, and a very brief description of the contribution of the person. To each plaque, we suggest affixing a QR code that allows interested visitors to access greater detail by using their cell phone.

6) Monument: We are grateful for Governor Ishihara's attention and sincerely appreciate his initiative to recognize the contribution of foreigners to building Japan. However, we believe than monuments have some unexpected consequences.
a. Concern: It is a common practice to replace historic sites with historic monuments. We worry that the existence of a monument will justify the future removal of the graves so honored.
b. Proposal: We recommend preserving the Foreign Section as a historical site, rather than memorializing it. A site that citizens can explore would serve the city and country better than a monument.

In summary, we conclude that rethinking the construction and re-purposing the budget for a more meaningful historical preservation project in the Foreign Section would create a public attraction differentiated from the rest of Aoyama Cemetery and at the same time be the catalyst for improving Japan's relations around the world. This is certainly of great value and also well within the budget and scope of government activities.

1月16日には、青山霊園の再生事業についての質問に
詳しくお答えいただきありがとうございました。
都が青山霊園に公園としても利用できるスペースを作ることを
託されていることは理解しておりますし、私達も
東京にはもっと公園が必要だと思っています。

また公園緑地部のみなさまが、限られた予算の中、
都民に公園スペースを提供することを誇りを持って
取り組んでくださっていることにも感謝しております。
都の計画と私達が外人墓地区について考えていることは、
基本的には大差はありませんが、現在そして将来において
外人墓地区が公園としてどのように公共に対して役割を
果たしていくかについては異なっていると思っています。

ご承知のように、青山霊園の外人墓地区は東京に残る数少ない明治時代からの遺産であり、
歴史的ユニークな場所であるため、その取り扱いには細心の注意を払う必要があります。

外人墓地の一角は特に明治時代を思い起こさせる雰囲気があり、
墓石は現在の日本へと導くガイドの役割を果たした方々を象徴しています。
このような歴史的価値があるからこそ、開発プランを作る際にはコミュニティーとの
議論を慎重に重ねるべきだと考えています

上記と1月16日にいただいたご回答を踏まえ、
外人墓地区をより価値のあるものにしていくため
国際遺産を守る会として、懸念事項・提案事項に分け
改めて気付いたことをお伝えしたいと思います。

１）スケジュールについて

懸念事項：青山霊園の他のエリアと比べても
外人墓地区の工事は早い時期に設定されているように思います。
なぜそんなに急ぐ必要があるのでしょうか？

提案事項：外人墓地区の歴史的な雰囲気を保つことができるようなプランを作るため
に工事時期をもう一度設定し直いただくことを提案します。

２）外人墓地を見渡すための広場について

懸案事項：広場を作ることによって人々が訪れそこから写真を撮影したりする機会は増えたとしても、
実際に外人墓地区を散策し明治時代を身近に感じるとることは難しくなるかもしれません。

提案事項：眺める場所を提供するより、実際にお墓に敬意を払いながら散策できるよう

案内板を整えたり、外人墓地で生活している方には移動していただくことのほうに費用や
作業を増やしたほうが、本当の意味で、より外人墓地を身近に感じていただけるのではないでしょうか。

３）植木や環境について

懸案事項：生垣や樹木を芝に植え替えることは、
東京の「ヒートアイランド現象」を増長させることになるのではないでしょうか。
現在ある樹木や灌木は、墓石を環境によるダメージから
守る役割りも果たしていると思われます。
落ち葉の掃除からは開放されるかもしれませんが、
風は強く日陰は少なくなり、訪れる人にとっての
魅力も半減してしまいます。

提案事項：樹木や灌木については、そのまま残し、植木の状態を調査することを
お願いします。古くて異常があり枯れているような植木については、
できる限り昔のままの種類の植物を植え替えるようお願いします。

４）　保存活動

懸案事項：外人墓地を現代化することは、
都会の生活ではなかなか得ることのできない自然な趣を求めている人々にとっても、
また、他とは違うし変わった雰囲気を求めている人々にとっても魅力が半減してしまうという
残念な結果をもたらします。

提案事項：外国人墓地区を歴史的区域としてそのままに残していただきたい。
そのままでも充分に魅力的ですし、広場をわざわざ作らなくても、（また植木を撤去しなくても）
いい写真を撮ることは可能です。

５）史実について

懸案事項：日本は時に、歴史を必要に応じて書き換えたり隠したりして
非難されることがあります。外人墓地区を改装することは、
国内外のみなさんからそのように捉えられてしまうことも考えられます。

提案事項：国際遺産を守る会は、外国人墓地に眠る多くの人々を調査してきました。
私共が集めた情報を喜んで提供し、重要なお墓一つ一つに
「名前、国籍、日付、その方が残した功績など略歴」などの
情報を埋め込んだ石や青銅などの札を立てます。
興味のある方が、その札についているQRコードを携帯電話で取り込むと
情報が読めるようにしてはいかがでしょうか。

６）顕彰碑について

石原知事が関心を持ってくださっていることに対して
有難く思っておりますし、知事が率先して近代日本を作るのに
貢献した外国人を認めてくださっていることにも感謝しております。
しかしながら、このような記念碑は予期せぬ結果をもたらす可能性があります。

懸案事項：記念碑と引き換えに史跡そのものを失うことは一般的に起こり得ます。
（公園緑地部の内部資料では、都に使用権が移ったお墓は、
移動させることはないとなっているようですが、法律や条例で定めたわけではありません）
将来、顕彰碑と引き換えに外人墓地区が保存されなくなってしまうことを心配しています。

提案事項：外人墓地区をただ記念として残すのではなく、
史跡として保存することを提案します。
人々が散策し身近に感じることが出来るような史跡は、
記念碑より都や国にとって価値があり役立つと考えています。

最後に、青山霊園の外人墓地区がより歴史的に価値のある空間として存在していけるよう
工事計画や予算の使い方を見直していただきたい。
そうすることで、外人墓地区は青山霊園の他の空間とはまた別の意味合いを持つ趣で、

さらに人々の高い関心を集めると同時に、諸外国との日本の国際友好関係を
さらに発展させていくきっかけになると考えます。
予算内で最大限に価値のあるプランであり、
都政のヴィジョン実現にも貢献できると確信しています。
